Hi Elevatorguy2,
Gordo Banks is probably your best bet, between Jun-Nov. However, there are far from any guarantees.
If you want a near guarantee of mantas off MX, do a Solmar V Socorro Islands expedition (Socorro Islands Revillagigedos Archipelago diving with giant pacific mantas, hammerheads, humpback whales, whalesharks) between Nov-May.

Hi,
We just got back from the Socorro Islands and we had an amazing adventure, we saw giant mantas, hammerheads, whalesarks, humback whales and much more. We still have space available on our Jan. 30th - Feb. 7th, 2011 trip. Best time as DovVikingo says is Nov - May.
