Pretty slim chance of seeing manta rays that time of year but not unheard of. there is a better chance of seeing mobula's which are like mini manta's :) As far as white tip sharks or reef sharks, I have not heard of anyone seeing those around there especially not in March. My suggestion is to go to Cabo Pulmo, many of the dive shops take trips over there. It is a 2 hour van ride and then you dive off of panga's but there are coral reefs and plenty of sea life, very beautiful.
 
We agree with vistasbelow, though not impossible your changes of seeing mantas and sharks diving in cabo itself is slim.
You will see lots of rays and seals if you dive out at the arch.
If you really want to see dive with the Giant Pacific Mantas you need to go on a liveaboard out of Cabo to Socorro. There you will also see numerous shark species, dolphins and more!
