On a budget, you can't get cheaper or quicker than a quick trip to Subic Bay or Anilao/Batangas. Both are accessible by road/bus/taxi and neither lose you a day (no-fly times).

Both areas are now in 'dry season' - the weather is lovely and the waters clear...
