My view is go live aboard. You will find nothing at under $350 pn at any resort and be prepared to be raped from between $100-175 per dive. Local island with alcohol is really only Maafushi and Accomodation is reasonable at $40-150 pn at that period. Dive prices super competative and will be under $50 per dive.

Yes, that is a mixed group.

Here on Scubaboard there have been positives for Pemba Island, Tanzania. Don't know about beer but can do dual with a safari. Have a feeling this might clinch it.
