Ya' know, I've often thought about this very sort of regulation for certain spots I've been to. Sometimes I'll have my science classes go finless, where I feel there's little advantage to fins but a far greater potential for trouble. Underneath mangrove roots, for example.

If this is a legitimate rule, I'd be very curious to see how it works out.

Doesn't apply to SCUBA divers.

I'm using flippers, not fins. I told you guys not to stop calling them flippers. See?

It's on CDNN, of course it's true.

Don't know much about CDNN, Are they legit? Seriously?
Seems like they were involved in the DAN fiasco as well
BTW, I use flippers too so I am safe regardless!

Some of their articles are acquired from more dubious sources. But they're a far cry from the National Enquirer or Onion. Most of what they post is legit.

I believe it's true. Not the only place. In Thailand, snorkelers at Koh Nang Yuan (off Koh Tao) are not allowed fins either.

Menteri Besar Datuk Seri Idris Jusoh said the lure of the beautiful coral reefs was irresistible and snorkellers often stepped on them when trying to get a closer look.

"It takes years for the corals to grow and just minutes for it to be damaged by the feet of the inexperienced snorkellers," he said yesterday.
And not having fins are going to stop them from stepping on the reef how?? ... I guess no fins = smaller feet = less damage while there walking on them ;)
