Last weekend I found an alive Maine Lobster (2lbs) in about 15 feet of water....?????? with both big claws????

We get them in Puget Sound as well. They are "rescues" dumped in the ocean or an ill-fated attempt to create a fishery.
 
Don't you have butter on the Wrong coast?
 
It wasn't looking very good...It was on sand at the bottom of the reef in a crevice about 2 feet wide. I swam right up and it didn't retreat. I could see it move around a bit so I new it was alive. I was DM for a class and had taken a student to shore because of equipment problems, on my way back to the class I took the underwater reef route. I couldn't stay at the crazy looking lobster for long because I needed to get out to the class to help.
 
A buddy of mine found one on the Long Beach Breakwater. A DFG warden told him there are no size or number of catch limits on Maine lobster in California. They have also been "saved" by non-thinking folks at the Redondo Beach pier. They buy them and then set them free.
 
What temperature is the water there? Why wouldn't they survive?
