I felt Kapalai has a better jetty to snorkel around. Tons of critters to see near the jetty, but I have never stayed there before. The coral life seems to be in better condition. The few times I was there, the water was clearer than Mabul too.
Mabul has a few operators. SMART, Borneo Divers, Sipadan Water Village and the nearby Seaventures. As such the dive site is very well developed, they can almost guarantee what critter they can find for you; at least my DM managed to deliver what I specified.
