i just got back from Australia and I flew QANTAS they arent that fussy about suitcase size, i was 7 kilograms overweight and they didnt even bat an eyelid. My carry on bag was so heavy i could hardly carry it! and the plane was full.
 
you also have to take into account the weight of the bag/duffel itself! If it's 20 lbs then your kinda screwed on the weight limit. I use two north face base camp duffel bags. On xl for all my dive gear, and a large for all my clothes. The duffel doesn't weigh a thing and it's really heavy duty!!! I think the xl should be adequate enough for a twin set of complete gear, and if weight allows, there will be room to spare. You can also wear it as a backpack, if you don't fall backwards! :)
 
I've flown with Qantas and this is what I have found. They say the max weight is 20kg (as an example), but the max weight on the scales is 35kg (I think). So you can pretty much have luggage anywhere in that range and you will be ok, they'll just put a bright orange sticker or tag on your luggage to say heavy. If you are over the 35kg mark they normally get you to split your luggage up. This is more for OH&S reasons than anything else as the luggage handlers are not allowed to lift anything over 35kg. I've been over the 35kg mark and had to split my luggage up, but didn't get done for excess baggage.
