Bummer. I hate to say it but that is not a fully sealed radio but an IPX8 most likely, so even if recovered it is going to be toast. Especially once salt water hits the lithium battery.
Are you gonna get your next one with DSC? Rescue 21 is fully in place along the California coast now.

For future reference, West Marine, etc., sells neoprene floatcoats for radios.
What Peter said. IPX7 means 3', 30 minutes. That water is about 30-40'. The radio is going to be toast.
