Difficult decision!! We have recently been to La Paz and it was amazing!!! We went with a really good dive company called Baja Aventuras.
On the way we met some people who also went to Loreto and they had some great stories, I believe they went with dolphin dive center.
So I can only tell you that you will not regred to go to La Paz, it's been one of our best vacations!!!
But Loreto seems really nice also, we're planning to go there our next vacation in mexico.
