What size twins?
Almost any backpack of that era had two round depressions moulded into the design where the front and back panels of the injection moulded plastic sandwiched together and were fused. All you need to do is drill holes where those depressions are for your all thread, and use washers and nylocks. The packs all had an angle on the backside outside parts of the plate to rest flat on each tank so they snugged up.
Are you looking to try and adapt a wing on it too, or use it "pure" with no BC?
The only thing about the hole spacing on the old back packs is none of them are 11" center holes.
That standard didn't come until a lot later.
