Call your local Department of Wildlife or Fish & Game. Wherever you purchase hunting licenses in TN they should be able to explain the local regulations regarding spearfishing (or fishing using a bow & arrow). In my state there are defined "seasons", i.e. for Lingcod, and limits (naturally). I suspect you will find it is the same in TN. You will need a license in case an officer wants to check your catch.

Best,

Doc
