Totally agree,
but a proper "proof of experience" still is and should be required. It's too easy to fake up your experience level.
Anyways ultimately you shouldn't graduate if you don't have the skill... even if you did the x-days course you signed up (and were accepted) to...
 
My SSI dive shop had run out of the folders that are filled out during orientation but were on order. As soon as they had them they called us and my wife and I went in and did our pre-course orientation. We did have plenty of time but they were totally upfront with us and so I feel that it worked out just fine. I would have to say this is a little bit different from the OP's beginning post but it still shows how a good shop works to solve the issue IMO.
