Ok...I've been gone for a while...but, I'd swear the last time I made a Lobos Reservation (earlier this year) they allowed 3 diver teams. The web site says 2 divers now. When did this change?

I think you misread. It's not "no 3 diver teams." It's "no 3d diver teams." 
Just put the third person in the notes on the reservation page, or have the third sign up separately and state in the notes they're diving with your team. You'll only be charged $10 per diver.
