My opinion is that a strobe would attract attention and people would come to see what it is attached to. This comes from my experience in the commercial maritime industry where we have strobes attached to our life rings, life jackets, survival suits and other lifesaving equipment. Their purpose is to attract attention and I know that if I see a strobe I always at the very least will grab a set of binoculars to see what it is. Of course, the likelihood of a shore diving where I am is unlikely...
