Me -the OP was trying to see if there is another sport where operators such as myself have the responsibility and liability for the safety of clients under their care.
Licenses 'should' mean that the diver in question is capable of diving in certain conditions and the liability release 'should' release the operator from liability if there is an accident. The liability release and "safe diving" statement says that the diver accepts the inherent risks of diving and should not dive if conditions exceed their own training or experience.
However if/when there is an accident, the operator is usually under fire from all directions for allowing divers access to conditions that could be beyond the diver's comfort zone.
