Another vote for Two Fish. They have a policy of maximum 4 divers per guide and it is often less. I often have a guide all to myself as they do groups based on experience/air consumption/breathing gas. Since I dive Nitrox and have good air consumption I usually get my own guide.

With regards to selecting dive sites, Two Fish are very safety conscious. When I was in Lembongan there were big currents and on a couple days we had to try 2 or 3 different sites before we found one that was deemed safe to dive. They will find something to suit your diving ability and comfort level. One thing I can recommend is to make sure that you have your weighting just right. If you are over or under weighted and end up in currents pushing you up and down it will not be fun diving!
 
A fifth vote for twofish. Lovely clean accomm, lovely little pool. Laurent and Stephanie are very nice and safety conscious, as are the guides.
 
Yet another vote for Two Fish. I've dived with them two years running. The diving can be difficult with up currents, down currents and fast lateral currents. Generally max 4 divers per guide. They are safety conscious. Steph nixed my favorite dive site because the currents were too fast one day. Staying there guarantees that you will dive with them. When I was there in late Sept/Oct, they were turning divers away who weren't staying with them.
 
A very important tip -- avoid booking your dive trip during the new and full moon phases of the month.

Diving around Nusa Penida will be limited to only TWO dives a day during those periods.
 
We dived with World Diving but have to admit that we where not really satisfied. They also tried to pair dive groups with similar air consumption but I think I've never been in the water for an entire hour... When we were there the dive school was a bit unorganised so we had to wait every morning for all the other divers which needed equipment. The boat was quite big and slow but during the dive the ratio was 4:1. Underwater I felt really safe with the guides even if we had crazy currents sometimes. When I go back to Lembongan I will try a different dive school (considering all the posts here probably Two fish). Just to get you an idea about World Diving.
