I have been living in Pattaya for over 4 years and plan on staying there. There are sleezy areas in town and there are some nice places too. It all depends on what you are looking for.
Diving is anywhere from okay to great, depends on wind, rain etc., same anywhere. Far islands are an hour to an hour and a half but worth the time. OPn the way back it gives you time to clean your gear and relax with a few beers or whatever. There are three nice wrecks, one very close to Pattaya, the other two a little further out but still day trip for sure. I imagine you have read all about that. As far a cattleboat, weekdays are great, weekends can be crowded in high season, which it is not right now. I have never seen 40 or more people on a boat, not even when there are a few boats at the same dive site is there that many people.
The learn-in -asia deal? Can't say I know much about them. I do know PJ however, he is a very good instructor. You can always get to Pattaya and do some shopping at the various dive shops for the best price and pay when you see what you like.

I was just in Pattaya two weeks ago (low season). I was in a boat with 6 divers, and there were a few other smallish boats with maybe 10 to 15 divers each. A Mermaids boat pulled up with at least 40 divers if not more and the site was totally overrrun. Dive site: Koh Rin.

If it were me I'd look at either Phuket or Koh Tao over Pattaya, the latter would be without doubt the last place in thailand I'd take my girlfriend... the town is a complete sleaze bucket (not sure if that's a real term!) and although I've not dived Pattaya myself the word is that Koh Tao and Phuket are better for diving.

Yeh, Yeh, Pattaya is not as "pretty pretty" as Koh Tao, but a lot less boring IMHO. As far as these Learn In Asia internships go, they look like a good deal from where I sit, and Peter from PJ Scuba is a nice guy. You will certainly get a professional approach from these guys. Pattaya always gets a bad write up (ugly, full of bars etc..), but like any place, it has it's good spots and the main bar areas can be avoided.
