Latex Wrist/Neck Seals--Rings Inside or Outside?

I don't know why the place that installed new latex wrist and neck seals on my suit placed the rings on the inside (even though I wrote in a note to put them on the outside). In any case, does it matter at all? Are there any issues? Or is it a complete nonissue?

Just from feel and observation I have always found that the side opposite the rings is smoother--and not just because of the absence of the rings, but rather the flat surface is simply smoother and shinier. So I have always thought this should be the better side for making a seal on my skin.
 
Non-issue.

I've seen it done both ways on my suit and others. Sealing shouldn't be affected significantly either way -- at least I haven't noticed it.

Learn how to install the seals yourself, and you can do it however you want.
Neck seals and wrist seals are generally a fairly easy DIY job.
