Land-use strobe arms underwater?

I would worry about corrosion and then worry about it trapping air and / or water internally when entering and exiting the water.
 
For just over $20 it'd be worth a try. Even if you really took care to rinse it and dry it properly before storage, it would probably corrode eventually. But I'd bet you could get at least a handful of dives out of them first. OTOH, it's just $20, you'd probably pay more on air to dive it before it corrodes.

All you'd need to mount strobes is a couple of these guys: Shop - Mangrove A-YS-HS - Aditech | Underwater video and photo online store or something similar like the Oly or Nauticam versions.

I think the 350g weight limit on each arm is more worrisome (especially on land), but as long as you've got lightweight strobes it should be all right once in the water. You will want to be careful on land though. I can see this putting more stress on the tripod mount on the bottom of the housing, unless you tie it off with some cable ties or something to support it.
