Laminated paper hasn't held up very well for me but there is a brand of paper called "Print to Last Paper" by 3M that does a very fine job. The product number is FP3712. We use if for printing custom sheets for Rescue and Advanced Open Water Training.
 
Rite in the Rain paper holds up well under water.
If you want to write on it underwater too, the 3M offering is good, or, DuraRite is what I use.
