La Paz in December/January

My friend's dad has a house in La Paz and we are considering making a trip down there at the end of the year (December/January). I've read a lot about La Paz being a kick ass spot for whale sharks, hammerheads and other big stuff. When is the best time to go? Any suggestions on dive outfits? Other land activities?
