Koh Samui vs. Phuket in early Dec

Hi! Which is better...KS or Phuket for early Dec? I'm not necessarily just talking Diving, though. I have heard KS is beautiful, but am weary of the weather. Some say the weather is fine, others say it's rainy. I don't want to waste days with bad weather. Any opinions? Thanks!

For the diving: definately Phuket, especially Similans and Hin Daeng are world class.
For the weather: definately Phuket, guaranteed good weather.
For the rest: I like Phuket, that's why I live here, but also Koh samui has something, and a nice atmosphere on the island.
