The feds were supposed to have started their investigation by now. Has anybody heard anything new about it or what actually happened? Inquiring minds and all that...

Haste makes Waste. This was running out of time and it was a last minute move by the DLNR to get the blocks in place. From what I've heard, the permits for deployment of the artifical reef were close to expiring so they had to drop the stuff or abort the mission and potentially be stuck transporting and storing the blocks for who knows how long. It comes down to a paperwork / red tape / money situation.

Beauracracy at it's finest! Now we have an eyesore and a scarred reef! Way to go!! Attaboy!! I want to know how much the fines are going to be. So far over 80 blocks have been counted sitting on top of the coral. This is so sad when they are only several feet away from the sand they should have been put on!! By the way, no attempts to actually 'build' a reef were made, these blocks were just haphazardly dumped overboard. A five year old could have done a better job!
