how does this--if any--affect the diving there???...The linked article mentions " Access to the waters along the Gulf of Mexico was prohibited Saturday" so---- can 'the law' shut down diving etc etc in that area???---or is that just for beach swimmers(?surfers)/goers........Just a wonderin'....

Also, the article mentions "large schools of rays swimming just offshore of the Alabama Gulf beaches.'...By chance , anyone have pics of them????.......tia

Sounds like its just beaches. Something about red snapper season resulting in lots of fish carcasses in the water.
 
You can't close a navigable waterway because sharks are present. You can restrict access to public beaches as long as those restrictions are reasonable (dangerous surf, dangerous marine life, etc.).
