In A, P, and S mode, if the trigger is installed, some paramaters are predifined, like speed, 1/60s!
I only shoot in M mode, but 1/60s sounds odd - the flash sync speed of A6xxx cameras is 1/160s. Are you sure you haven't limited speed/aperture/ISO in the menus? I recall there is a setting for it buried fairly deep.

I have the same issue wih my Sony A6700, impossible to remove the "force mode" for strobe, when the Turtle trigger is installed! In A, P, and S mode, if the trigger is installed, some paramaters are predifined, like speed, 1/60s! I wanted to configure a function button to enable/disable the strobe function but this is not possible. Seems to be a firmware limitation by Sony! Really a frustation, lot of money and less functionnality than my previous Panasonic LX100!!
I have become fairly expert on the A series cameras but not familiar with the Turtle trigger. I use a UWT trigger with my A6400 (10% of the time) and mostly I use the pop up flash (which the A6700 does not have) because it works fine for TTL and is 100% reliable. When I want to shoot manual flash (no preflash) then I use the UWT board and set it to zero (manual) and the WL enabled. I can set up to 1/200 speed. But if I change shutter speed or the camera goes to sleep or powers off then the camera defaults to a max speed of 1/125 and I cannot even get 1/160. Which makes me really mad. So I have to set WL again, set 1/160, the camera then goes to 1/200. It is really freaking weird. But, if I want to shoot with the flash disabled with the UWT board then I can set a shutter speed higher than 1/160-1/200 and the flash will not fire.

Did I say Sony cameras are weird. My solution was to purchase a Nauticam NA-R50 and it is just so simple with either TTL or manual (and no pre-flash). No boards, no triggers, just works 100%. I will never purchase a Sony camera for underwater use ever again. Now for surface photography, I made peace with it, underwater it is frustrating. The pre-flash that cannot be cancelled native in the camera without using a UWT (et al) trigger is just completely, well, the words I want to use will get me in trouble .

To be somewhat fair with my NA-6400 rig. I have taken some fantastic shots and it can do things that my NA-R50 cannot do (Sony slower 1/160 sync speed vs 1/250 for the Canon aside). I have learned a lot with it. And it will shoot five dives with the booster battery in place. Anyone want to buy it? I do not think I need two fantastic Nauticam rigs and my FIX-S90 is still killing electrons also ;).
