Amendment 16 / Grouper Closing (Federal Waters)

FEDERAL WATERS
, read below:

The recreational restrictions apply to fishermen fishing in federal
waters. The States may also have compatible regulations but I am not
sure what their regulations are. For a person on board a vessel for
which a federal commercial or for-hire (charter vessel/headboat) permit
for the South Atlantic snapper-grouper fishery has been issued, the
provisions of the closures for gag and vermilion snapper will apply
regardless of whether the fish are harvested in state or federal waters.

I hope this helps. Feel free to contact me with other questions.
