I would just use a metal weight belt buckle. Plenty strong and easy to adjust and re-position.
 
Thanks. Have tried similar and I don't like it as in the event of a crash pooch will still end up facepalmed into the seat in front.
So what keeps the rest of them from flying forward in the event of a crash?

On another note, any car seat anchors in the back of the seat or trunk?

What about rigging it up like a regular harness and use a bolt snap and bungee as a chest strap.

If you really want to immobilise your pooch run a piece of course rope as an improvised crotch strap. That should diffuse any situation.
