I dove in PV last March and was happy overall. Conditions, viz, water temp can vary over the year, locals could explain this better. There is lots of sea life and awesome rock formations.

I only dove there once but had a excellent experience with PV Scuba and will dive with them next time.
 
Not quit sure what you mean by "safe". The diving is very safe, no current, no sharks. And if you are refering to the top side, my family and I feel much safer in and around puerto vallarta than any Canadian or United States city. I can understand there are problems near Mesa but not in PV.
