There are attachments for your BCD hose that you can use to blow that thing up with. There is also an attachment to inflate tires too. One other option would be a surplus life raft from any airline. These things are about twice the size of the one you are talking about and self inflating. They have a service life, not sure how long, after that they must be replaced even though they still work. It looks like a big parachute about the size of an aircraft door. The draw back is it can only be used once.
