In Water Liability Issue

Hello:

I am curious as to whether or not any of you have the in water liability insurance that some agencies offer. At least one dive operation that I am aware of does not allow anyone connected to the boat to be in the water at the same time as the divers due to the in water liability issue.

As long as you meet minimum staff/crew requirements I'm not sure what liability issue you have?
