Ikelite EV Controller with Dual Strobes

I'm using a Canon 570is in an Ikelite housing with a W-20 wide angle port. Although I get decent results with a single DS51 strobe I think I can improve my results by adding an additional strobe. If I do this do I also need to add a second EV controller or can I connect the single controller to the secondary strobe with a sync cord

I'm shooting with a single DS-51 and looking to add a second. According to Ike's site... "Any of our sync cords can be attached to the bulkhead on the EV Manual Controller".

From Ikelite EV-Controller 4100.6 Manual Controller for DS Series Strobes - Underwater Photography - Helix Camera & Video :

For dual strobes using the EV-Controller, both digital strobes must be connected individually to a separate controller, aim the second controller toward the subject or the primary strobe, or connect both EV-Controllers via dual sync cord to the camera system.
