I recently purchased a 6870.50 housing for my 40D. It appears to me that it is impossible to change the Mode Dial when the camera is installed in the housing. There is a knob to make this adjustment but this knob does not generate enough force to actual move the dial. Am I missing something? Is my housing possible defective?

I would check the fit of the Ikelite dial against the camera dial.

You may need to adjust the depth of the housing control. There should be an Allen wrench included for this. You may need to extend the depth of the control.

I would also check how you have the camera screwed into the housing as well.

This strikes me as an unusual situation. That control should work with no issues.

I assume you bought it used? Did you check with the previous owner? Going from a
40D to 50D, or vice versa?

It should work quite easily.

If I'm remembering the right knob, then you need to create enough force by pushing the knob into the camera dial while turning it in order to change the mode.

I bought the housing new.
I tried to adjust the knob using the Allen wrench but the shaft is machined in a manner that does not permit adjustment.
With the shaft pressed into the housing as far as possible the rubber boot slips on the edge of the Mode Dial.
Does Ikelite have any comment?

Sorry to hear of your trouble with the control. If you feel it's not reaching far enough, the shaft can be lengthened slightly as jdcpa recommended. The flat on the shaft which the set screw tightens against allows some amount of adjustment.

If the control is actually slipping, you may try to replace the grey rubber tire with one of the black ones in the control tips package included with the housing.

If you are not able to make the control operate reliably, please return the housing to us for repair. I apologize for the inconvenience.

Thanks for the help!
If I start to rotate the knob prior to engaging Mode dial, a twist and push in action, the Mode dial will rotate. This method is acceptable to me. It appears as the as the boot wears it is more capable of rotating the dial. I am going to shoot manual 95% of the time but wanted to make sure I could rotate the dial just in case I left mode dial in the Av or Tv position.
Black boot does not work. It looks like it is shorter than the grey boot.
