I first tought it was a large sand goby, that was skidding in and out of sight, then on the picture i do not think the head quite fits....
And it looks more like a young female or even young male Dragonet.

In my old post without poll even sandperch was suggested

So here we go:

Looks more like an Atlantic Guitarfish. Is it goby sized?
 
What temperature and where found?
 
IMO this will be a Callionymus lyra or Dragonet
very common in our waters
