IIRC it was an attempt to keep commercial entities from posting ads in the classifieds by restricting them to Hot Deals if they are sponsors.
Some exceptions apply like the T&LM Liveaboards forum and a few others.

It was designed as a place for people to make special announcements that were not necessarily commercial in nature. People would announce their new forum in basic scuba and we would move it here. It was like the miscellaneous forum in that regard. We certainly didn't mind helping them out, but it didn't really being in scuba our classifieds. It's usefulness might be over.
