PADI does not issue a "license," they issue certifications. A license is issued by a government. In most places, governments are not involved in deciding who can or cannot dive.

Walter's spot on about the difference between certificate and license. It may seem like a bothersome sematic point, but we really really don't want the gov regulating scuba diving . . . .

Anyway, congrats on passing your OW! Now go get wet!
