That statement is incorrect. Adding and subtracting air in your BC should only be done to maintain neutral bouyancy. Adding air during ascent is especially dangerous, as the added air in addition to the air expanding on your ascent will result in an uncontrolled, overly rapid bouyant ascent. Once you are neutrally bouyant, all that is needed to change depth is to swim up or down at the appropriate speed.
