HP Sherwood Tanks - And other HP questions

Anyone have any thoughts on the HP Sherwood Tanks? Are they a part of that DOT expemption? Do HP tanks REALLY fail on there first Hydro often? If I only every will the tank to 3500 will that cause any abnormal stress to my regulator? How much stress? Anything else I should know????
