EMT shears are probably more useful than a knife unless you have to stab or pry on something.
I keep my shears in the scabbard zip-tied to my right shoulder harness and D rings where I can reach it with either hand and its out of the way . A knife could probably be rigged the same way.
 
i want to place a knife on my harness, but i'm not sure where to put it. i have the oms deluxe harness it looks like http://www.omsdive.com/images/bp123-s.jpg. any reccomendations, on which knife and where to put it

Get a cheap knife because of you lose it, then you just buy or make another one. DSS will sell them for a cheap price if you just want to buy. More testimonials here.

Make sure your knife is sharp so that it can cut when you need it. Rust resistance will vary but with proper care any knife will last. There will be a ton of opinions about this and some people have different rationales about knives so just sift through what will work for you. I used to have a UK Blue tang in both Ti and SS and they had their pros and cons but the biggest con for me, the sheath. I switched to the broken steak knife and webbing sheath and have not looked back with the exception that I did substitute a pointy knife for dispatching my speared fish. Otherwise it's the steak knife.

Rigging is simple, try this or this. Simply remove your buckle on the left belt and thread your knife sheath on. Replace the buckle. When you don your gear scoot your knife to your side, thread your crotch strap, assemble your belt, and then use your crotch strap and knife sheath to hold any extra belt material. Scoot the knife sheath to the centre near the crotch strap so it's right there if you need it.

Some push EMT shears but I will tell you, after using them for 17 years in EMS, I think they suck. Sure they cut pennies like no one's business, but they lose their sharpness after a couple of cuts of anything. I have tried them all and have a dozen or so just to have because I am a packrat and I throw nothing away. I have a set rigged for underwater carry but in a pocket. I'd be more inclined to use my knife though.
