How old and how deep?

According to PADI, for 10 and 11-year-olds the limit is 40ft with a certified parent or padi pro. For 12-15-year olds the limit is 60ft with an adult or padi pro (except for AOW deep dive, 70ft). They claim this is because it inhibits growth. However, in the next paragraph they go on to claim that limits are ineffectual because growth plates don't necessarily fuse until about 23 and they can't see limiting 23yr olds to 60ft (read: for legal purposes only).
