As the title states I can't figure out how to enable TTL when using manual mode.

Because it's not a feature of CHDK you need a script, I have written one for the S95, G series
You can however force an aperture in shutter priority mode and achieve a similar result the drawback is that the half press will give misleading results you need of course to also set the ISO manually it the camera will jump to ISO 320 or more very easily in an attempt to fight your overrides

Ok,that makes sense. Is there a script avalible that can turn the "ring func" button to activate shutter speed via the front control dial when using manual mode?

You don't need a script is is just a customisation of the ring I think you need to press the button once and then move arrows and you can choose

I was looking to not move arrows, just hold down the "ring func" and turn front dial. Maybe I need to learn to program.

S100 with ikelite housing. so I don't have access to the rear control dial. I guess I was hoping I could just set the camera to manual mode, adjust aperture using the front ring then press and hold the "ring func" button and adjust shutter speed using the front control dial.

What you can do is to set the shutter speed in tv mode and then go to manual the camera should remember the aperture you set previously
Or you keep the ring button pressed and use left or right arrow for shutter speed in manual

on the S95, to mimick the rear dial hold down the Shortcut button and use the left/right buttons (this is a standard feature, not chdk).
This way you can change the aperture and shutter speed in manual mode. Does this not work on the S100?
