If you look closely, you can see the light tucked back over his right hip(there's a white label near the bottom). In front of it is a weight belt buckle, which you thought was a D-ring, which is just slid onto the right side of the waist belt up against the light and clamped. When you undo the waist belt, it keeps the expensive primary light from sliding off and hitting the floor.
It's like Jim said, just duck your head and extend the primary to the OOA diver. Once you both have regs to breath from, there is no more emergency, and you can unhook the long hose from under the light, or not, your choice. You'll need the entire 7' if you're exiting single file though a restriction, OOA diver in front. If you're just going to the surface, you can leave the extra tucked in and out of the way.
Ok so your saying the diver in the photo has 2 belt buckles on his waist belt? But how is the torch connected to his waist belt? Wouldnt it be easier to just have a keeper to hold his light in place?
