Shooting the bag would not null the chance of being hit by a boat if you do not listen.
If you believe shooting the bag will null the chance of being hit by a boat then you better wear a steel helmet as well.
This touches on a larger question....How much weight can they drop to compensate for the steel helmet?
 
Note also that it's on the "floaty" side, of most people in wetsuits. It replaces non-ditchable trim weight with -- tada -- a ditchable one! There's gotta be a downside that I'm not seeing.
