I’ve got a line on a decent deal on a Hollis st elite setup. The problem is that it’s a size too big. I’m wondering if the webbing/straps on this are the only difference in size and if they can just be cut and shortened to fit?

You must replace the top/shoulder/chest harness with a smaller one that fits. Don't cut anything; just replace what needs to be replaced with the appropriate-sized part(s).
 
If by setup you mean BP, wing, and harness you could just toss the harness and replace it with a simple piece of webbing. You could probably reuse the D-rings and sliders and you'd have to add a crotch strap if one wasn't included.
