It's not, not from anything I have ever looked into, it's just not a good idea to tear up the seafloor. I use a scooter to travel with and then look on the surface and fan with my hand.

Although it's any not worse than a boat grounding, nets raking across the bottom or a hurricane tearing up the bottom. The ocean always repairs itself and with hundreds of BILLIONS of teeth buried on the sea floors, I don't think it's that big a deal longterm.
 
I don't think it is illegal, but it is ecologically unsound, very destructive, and kinda pointless. It should be discouraged and reported to FWC. They might not be able to cite them but they might want to have a "talk" with them while conducting a "safety check"!
 
I feel the same way about kids making sand castles. Darned kids.
