It's not, not from anything I have ever looked into, it's just not a good idea to tear up the seafloor. I use a scooter to travel with and then look on the surface and fan with my hand.
Although it's any not worse than a boat grounding, nets raking across the bottom or a hurricane tearing up the bottom. The ocean always repairs itself and with hundreds of BILLIONS of teeth buried on the sea floors, I don't think it's that big a deal longterm.
