Yes, PADI is specifically horizontal in the pool, but vertical in open water.Horizontal?! For my recent SDI OW class, CESA was vertical from the deep end of the pool, about 12', and for the check out dive, from about 23'. I suspect the instructor who shut off the student's air was doing it on the sly (aka not agency sanctioned).
