Also, the insurance question really is covered by blanket policies. Now that the Boy Scouts has added a Scuba diving merit badge, I am arranging to bring my Scout Troop (I'm the Scoutmaster) to the LDS for a discover scuba course.

Even though merit badges is part of the "Boy" Scout program, scuba diving can be part of the co-ed venturing program, and by registering with that BSA program there is food insurance coverage.

Liability isn't much of a concern as has been mentioned. Public schools fall under government agencies and thus are very difficult to sue. If anything private schools have more to worry about in that area.

You're being facetious, right? I think you'd be hard pressed to find a public school in America that hasn't been the defendant in some legal action within the past year. Our legal system is a mess and nobody is immune, well except possibly the president.

My wife worked at a public high school for years.
It seemed like there was nothing but law suits from every angry parent who claimed their kid was somehow treated unfairly or bullied, etc.
I went to the same high school she worked at back in the late 70’s and we had a pool behind the gym that was actually part of the city of Santa Rosa recs department, but the high school also used the pool and swimming was an elective as part of PE. That was shut down not because anything happened, but because something could happen, so they decided to eliminate one more possible litigation problem before something happened. This seems to be a popular trend, to get rid of potential legal rabbit holes before they become a problem. I’ll bet high school football will be gone within the next 10-15 years in California. It seems like the legal system is choking out everything.
 
My High School gave me a semester PE credit for SCUBA certification back in the 90s, but I did make a special request, had to pay for it myself, and took it fully outside of the school setting/control.
