Planning to buy a strobe if I do not have to buy another camera and housing. I've narrowed down my choices to Ikelite and Sea and Sea. I'd like to stay under or as close to $500 as possible. I'm thinking the DS51 from Ikelite. From Sea and Sea there's the YS17 and YS27. Any input would be greatly appreciated.
 
You don't say what camera you want to use it on. The reason that may influence you is the ability to use eTTL for your strobe.

I use a DS51 on a Canon G9 with Ikelite housing. The eTTL support (hardwired cable to hot shoe) is great, but one thing I would say is that the DS51 is not very powerful. Ideal for macro/close work, but will not light beyond a few feet underwater (they say 9ft, but that will be in a clear pool!). I would advise paying extra for a more powerful strobe, and a 'modelling' light to assist with aiming is available on strobes further up the Ikelite (and probably Sea+Sea) range.

Sorry its for the Canon A570. I think I'm gonna go with the DS51. The price to power output seems fair.
