Help with sizing for xs spring straps

Hey guys and gals,
Im looking to purchase xs spring straps for my scubapro split fins. I have read different techniques for this and would like to get more opinions. Should I get the ones that are smaller than the measurement I got? And just exactly where do I start and finish my measurement? Any thoughts would be greatly appreciated.
