Help needed. Non-adjustable “cylinder locator strap”

I was given an old Scubapro BC with a third generation air2.

After getting it serviced, I ran into an issue when mounting the tank to the BC.

The “cylinder locator strap” is not adjustable. It does not allow the tank to sit high enough in the BC. The tank dangles very low, and it doesn’t seem right.

I am fairly new to diving. Am I missing something here? Or is this BC supposed to be used with a different size tank? Or is this the way the tank should fit? (Seems much too low).

I don’t get it. Please help me understand this.

The strap is not required. If it works for you it may be convenient, but in this case I would just not use it. No big deal.
 
Cut the strap off if that makes it easier to not use the strap, or, just don't use the strap.
 
Oh, after seeing the picture, shorten the shoulder straps (a lot).

This is a "handle" to carry the BC with the Tank NOT a "cylinder locator strap"!!
 
What divad said - your tank is way too low. The valve should probably be at a height that the attached reg could hit you in the back of the head if it flopped around during a giant stride entry - hence a use for the strap....

At least it is on mine - IDK for the model of BC you own.

Mine (different BC) ripped off years ago as I mostly used it as a gear handle when handing my rig up. Haven't missed it since...
 
That strap, IMO, has no use. Not good for positioning the tank, and I wouldn't trust it to carry the kit with tank. Will eventually fail from the weight of everything.
Get that tank up as suggested by @diversteve or at least to a height where the top of the tank valve reaches the top of the BCD. You may end up adjusting the height to help with trim as you get the feel of it.
 
Just adding that your tank straps are too loose. The bottom one is very loose and the top one is too close to the top of your tank. The top strap should not be at the crown of the tank or it does not grip well. It should be at least a few fingers length below the crown of the tank.

If you were the giant stride like this, I'd worry the tank would fall off.

In that case, that strap would actually hold it kind of in place..... I've always assumed that is the real function....
